The Latin legend NON VI VIRTUTE VICI translates as "Not by violence but by excellence have I conquered", with the reverse NEO-EBORACENSIS the Latinate form of New York. And this is a nice example, with choice color and surfaces struck on a round, unclipped planchet (unlike the majority of survivors).
