Breen-1021 Thin Planchet type, probably high Rarity-5 or so (and far less commonly seen than the Thick planchet type). 

An interesting example of an issue that is often hideously struck from badly degraded, heavily rusted dies.

This one is an early die state without the obverse die cud, has much better central detail than you sometimes find on these and exhibits some double striking on the clock face that we’ve never observed before on this type.
